IN TRANSITION. The Commission on Population and Development (POPCOM) ushered in a new era of leadership with the election of Socioeconomic Planning Secretary Arsenio M. Balisacan, Ph.D as the agency’s new chairperson of its Board of Commissioners. The director general of the National Economic and Development Authority was sworn in on September 8, 2022 by his predecessor Professor Grace T. Cruz, Ph.D of the University of the Philippines-Population Institute. An economist with extensive development policy, governance, and administration expertise acquired from more than 35 years of professional work as a government official, nongovernmental organization executive, economic adviser, researcher, and professor, Dr. Balisacan is also a champion of population and development or POPDEV, having authored several books as well as close to 100 academic papers and book chapters on various development issues, particularly in the Philippines and East Asia. LEADING POPDEV. The Commission on Population and Development (POPCOM) announced on September 8, 2022 the designation of Deputy Executive Director Lolito R. Tacardon (left) as the agency’s officer in charge-executive director (OIC-ED), following the election of Socioeconomic Planning Secretary Arsenio M. Balisacan, Ph.D (right) as the agency’s new chairperson of its Board of Commissioners (BOC). Tacardon will be the interim POPCOM chief, as the board is actively searching for the agency’s new executive director. This follows the expiry of the coterminous tenure of former undersecretary Dr. Juan Antonio Perez III with former POPCOM BOC chair Professor Grace T. Cruz, Ph.D of the University of the Philippines-Population Institute. An advocate of population and development (POPDEV) with particular focus on migration dynamics, Tacardon holds a Master’s degree in Population Studies and was a former director of POPCOM’s Regional Office in the National Capital Region. #
