Ladies and Gentlemen.
Join me in congratulating the Commission on Population for reaching another milestone in 49 years of service to Filipinos. It is with great pride that we launch the Philippine Population Management Program Directional Plan for 2017-2022.
Since 1969, POPCOM has shown strength in promoting well-planned and empowered Fiilipino families through population management and family planning services; attesting its role as the central policy-making, planning, coordinating, and monitoring body of the Philippine Population Management Program (PPMP).
Population Management is essential for poverty alleviation and development. The Duterte Administration’s 0-10-point socio-economic agenda boasts of inclusive development directed towards achieving the Filipinos’ collective aspiration of “Matatag, Maginhawa, at Panatag na Buhay” or here in POPCOM, “Matatag, Maginhawa, at Planadong Pamilyang Pilipino.” Part and parcel to achieve thses is the strengthening of the Responsible Parenthood and Reproductive Health (RPRH) Law implementation that helps poor couples make informed choices on family planning.
We at the National Economic and Development Authority (NEDA), have already integrated population management in the Philippine Development Plan (PDP) for 2017-2022. Similarly, the United Nations’ 2030 Agenda for Sustainable Development see that universal access to sexual and reproductive health care services and rights are needed to end poverty and fight inequality.
Through the shared medium-term vision and aspirations of POPCOM for our country’s population in the next five years stated in the PPMP DP 2017-2022, we will be on track to achieving well-planned and empowered families and communities. Chapter 13 of the PDP is POPCOM’s basis for the Philippine Population Management Program (PPMP) Directional Plan, unanimously approved by the POPCOM Board of Commissioners. The PPMP DP provides a more specific and detailed blueprint that will serve as compass for POPCOM and its implementing partners for population management. It holds the goals not only for Responsible Parenthood and Family Planning (RPFP) but also for Adolescent Health and Development (AHD) and Population and Development (POPDEV) integration.
The president has been supportive in our initiatives and in our proposal to set up a presidential arm for Family Planning to ensure a vigorous and sustained implementation of RPRH law. Our country and its people need to be free from poverty to experience the life that they want to live.
Let me greet everyone a blessed 49th anniversary and my sincere congratulations to each member of the POPCOM family, our most-valued partners for what we have done, so far. Together we will pave the way for the next generation of empowered Filipino families.#
